Ms. Fredd has an extensive background in various areas of municipal law including governance, legislative analysis and drafting, intergovernmental agreements, procurement, ethics, Open Meetings Act, Freedom of Information Act, real estate, employment matters, and public finance. She has advised public agencies concerning the development and implementation of regulations and policies to promote business opportunities for minorities and women, equal employment opportunities for minority and female journey workers, apprentices and laborers, and Chicago residents.   • Represented non-profit sponsor for low income housing tax credits used to finance renovation and rehabilitation of over 100 units of low income senior housing.

  • Co-Bond Counsel in tax exempt bond issues to finance airport and other public improvements.

  • Issuer’s Counsel to municipal corporate client for issuance of revenue bonds to finance capital improvements for various public agencies.

  • Assisted in drafting general construction contracts and professional services agreements for a municipal corporate client.
